HARARE – A top police chief allegedly abused his position to get three housing stands from the City of Harare,a court heard on Thursday.

Zimbabwe Republic Police Commissioner Douglas Jabulani Nyakutsikwa, 59, was not asked to plead to charges of criminal abuse of office when he appeared before Harare magistrate Bianca Makwande.

He was freed on US$15,000 bail and remanded to August 28.

Nyakutsikwa is jointly charged with Harare’s housing director, Addmore Nhekairo, 54.

Prosecuting, George Manokore said Nyakutsikwa wrote a letter on ZRP letterhead to the local authority requesting to be allocated six residential stands in the Vainona neighbourhood for himself, his friend Trynos Shonhiwa who is not a police officer and his brother-in-law, Like Buroma.

On November 28, 2018, Nyakutsikwa was invited for a selection interview for the allocation of stand 1057 Strathaven Township by Nhekairo although he had not applied for the allocation.

Nhekairo allegedly went on to select Nyakutsikwa for the offer of the stand.

Nyakutsikwa also allegedly authored a letter on a document which bears the ZRP letterhead directed to Nhekairo and erroneously dated December 10, 2020, in which he requested to be allocated six stands,” said Manokore.

The court heard as a result of this letter, he was given three stands including 598, 600 and 601 Vainona.

Manokore said Nyakutsikwa and Nhekairo showed favour to Shonhiwa and Buroma by causing the allocation without following due process.

It is also alleged that Nyakutsikwa also benefited unlawfully at the same time as he was shown favour by Nhekairo.
