HARARE – Sixty percent of City of Harare’s managers are in office in an acting capacity, mayor Jacob Mafume revealed on Tuesday.

The city’s director of health Dr Prosper Chonzi is the only substantive senior executive.

Mafume said 30 of the local authority’s 56 managerial posts had officials in an acting capacity.

The mayor said this was due to pending court cases against some of the office bearers as well as resignations.

“In the executive, the following senior posts have officials in acting capacities: Town Clerk; directors of Works; Water; Housing and Community Services; Finance; Human Capital and Chamber Secretary. At that level, this translates to 90 percent of the most senior positions with no substantive leaders.

“Dr Chonzi as substantive health director is the only one in post. In total we have 30 executive positions out of the 56 being held officials in acting capacities.”

Mafume was speaking during a state of the city address at Town House.

He said the lack of executive command was affecting service delivery in the city.

He said the city would ensure that all positions that do not require affirmation by the local government board are filled before the end of the year, particularly where office bearers resigned or died.
